Policy Based Mobile Ip Handoff Decision (polimand) Using Generic Link Layer Information

There is currently a large variety of heterogeneous wireless access networks and cellular systems available, capable of providing data services. However, such systems require that users remain connected to a same network or terminate all communications when changing the point of attachment during handoff to another network or access technique. This paper describes link layer parameters which can be used to control Mobile IP (MIP) handoffs for seamless mobility. Based on a predefined Generic Link Layer (GLL) Mobile IP handoffs can be forced and can be used by different MIP systems, such as Hierarchical Mobile IP (HMIP) and Fast Mobile IP (FMIP). This paper describes a first implementation of a policy based Mobile IP handoff decision (POLIMAND) which uses link layer parameters for MIP handoff decisions.
